The founding organization for KOMCA was the Korea Record Writers Association, which was a voluntary organization as a place to nurture the writers who were writing popular songs.
This body was leaded by Mr. Sichun Park who is an elder of popular songs sector and has been operated by Mr. Yawol Pan who was an executive secretary. The Korea Entertainment Association, a member of the Federation of Artistic and Cultural Organizations of Korea was established on December 18, 1961 and the Korea Record Writers Association was merged in the Creation Division of Korea Entertainment Association on December 22, 1961 . As a result, it was compelled to be dissolved.
Although friendship was developed by the respective members, the basis to extend the rights and interest of the writers(composers and lyricists) to be protected and advocated disappeared, and the writers have lost their position except for their individual efforts. |
At that time, the writers became aware that there was a law to protect their rights, and several writers such as Mr. Mokin Son, Mr. Choonyoung Cho and Mr. Yawol Pan, etc. who had their opinions that the Creation Division of Korea Entertainment Association could not protect the rights of writers. Therefore, they changed their minds to establish an organization which was the organization for copyright management under the Copyright Act of Korea(Law No. 432, on January 28, 1957) legislated by a special law in 1962.
However, they could not establish such an organization due to the situation that the Federation of Artistic and Cultural Organizations of Korea was founded by the governmental authorities after the Military Revolution of May 16, 1961 (so called, 5.16 Revolution). It merged and put together all kinds of organizations being scattered by each category. After the Military Regime had been transfered to the national Government, they begun to establish a copyright management society, and this body was finally established with the positive cooperation and assistance of Mr. Insuk Jang who was the Publication Director of the competent authorities in the Ministry of Education.
At the time of establishment, Mr. Jang recommended to establish one copyright management organization for all works. However, in this case, it might take so much time and money to establish it. So, they determined to establish one organization for all works including musical works, artistic works, literary works, etc. after the establishment of the Korea Music Copyright Association in the first place. However, it was not materialized due to several reasons. |
